Community Development Block Grant Program (CDBG)

The CDBG program, administered on behalf of the U.S. Department of Housing and Urban Development (HUD), helps develop viable communities by providing funds for a wide range of community needs, including water and wastewater infrastructure, community centers, medical centers, workforce training, senior centers; and for industrial infrastructure that will assist businesses creating new job opportunities for low- and moderate-income (LMI) individuals.

SD Housing

South Dakota Housing was created by the South Dakota Legislature in 1973 with a stated mission to provide opportunities for quality, affordable housing for South Dakotans. SD Housing is a self-supporting, nonprofit entity committed to providing innovative financing solutions to create and preserve affordable housing. We utilize housing bonds, tax credits, and other federal and state resources to fund housing programs that provide mortgage and downpayment assistance, housing construction and rehabilitation, homelessness prevention, rental assistance, and educational opportunities.

The Rural Electric Economic Development Fund (REED)

The REED Fund was established in 1996 and is a non-profit corporation that’s owned and governed by East River member cooperatives serving eastern South Dakota and western Minnesota.

Over the past 20 years, the revolving loan fund has been involved in more than 387 projects and has invested more than $117 million in rural areas. REED assists projects that promote growth and contribute to job, business and wealth creation, as well as improve the infrastructure, community facilities, services and economic base of rural areas.

These projects are helping to pave the road to new opportunity for people and communities in East River’s service territory.

In South Dakota, Planning and Development Districts (PDDs) are regional, multi-county organizations formed by local governments (counties, cities, tribes) to coordinate planning, development, and grant-funded projects, offering technical help for things like zoning, infrastructure (roads, water), housing, and economic growth, helping communities manage regional challenges and access resources beyond what single towns can handle.
